The Court One-Website & Safety Act

Directive: Consolidate all 58 county court IT systems into a single, centralized state judicial platform (The "One-Website" Rule).

Funding Source: A flat $20 filing fee for new cases and a standardized Digital Download Fee. This technology consolidation eliminates digital waste and generates the $80M Annual Surplus for state priorities.

1. The One-Website Rule (The Nebraska Model)
  • The Command: Mandate the transition from 58 separate county computer systems to one unified, statewide digital platform.
  • The Goal: Create a single point of truth. Ensure the public, the police, and the judiciary can access case records instantly across all California counties.
2. The "Digital Download" & Waiver Verification
  • The Command: Implement a low-cost fee for downloading official court documents (e.g., $0.10 per page) to ensure the system is self-sustaining.
  • The Filter:
    • Standard Users: Pay the download fee to retrieve records.
    • Waiver Users: Low-income individuals, Domestic Violence victims, and Harassment victims must upload and verify their Fee Waiver (FW-001/003) through the website to unlock free downloads.
  • The Goal: Ensure that the "Pay-to-Play" system only affects those with the means to pay, while maintaining a strict verification gate for free access.
3. Killing the "Middleman Fees" (The Texas Model)
  • The Command: Abolish the $3.50 electronic filing fees currently charged by private third-party software companies.
  • The Goal: Save millions for the public by removing private corporations from the filing process. The state-managed system handles all transactions directly.
4. The "Real-Time Cop Link" Safety Shield
  • The Command: Create a direct, live-data link between the court platform and all Law Enforcement agencies.
  • The Filter: "Minute Orders" for child safety or domestic violence must be pushed to police screens within 60 seconds of being signed by a judge.
  • The Goal: Immediate protection. Nebraska proves this works; an order signed in court is an order enforced on the street in one minute.
5. Local Clerks & The "Paper Option" Guarantee
  • The Command: Protect all local clerk jobs and maintain the right to "Physical Filing" at any courthouse.
  • The Filter: Citizens can still hand over physical paper at their local clerk's office; staff will scan and upload it to the central website.
  • The Goal: Preserve local employment and accessibility while ensuring the digital record remains 100% complete.
